Tides are caused by the gravitational pull of the sun and the moon. When the moon is new, it is aligned with the sun and tides are exceptionally high and low. In the winter, the moon is significantly closer to the Earth, causing more tides still. (peregrine tides). How strange is it that when San Diego has all its summer time visitors they never get to see these extreme tides.
